Enact specialises in the development and management of energy saving projects from renewable energy through to multi-million pound grant insulation schemes for householders and Registered Social Landlords (RSLs).
Heat Project
Enact is the company behind the hugely successful Heat Project, which provides grant assistance for loft and cavity wall insulation designed to enable all home owners and private tenants to have insulation measures installed at affordable prices or in some cases for free.
Established by Enact Energy Management Ltd in 1997, the Heat Project was designed to ease the burden of HECA Officers, enabling them to meet their council´s HECA requirements with the minimum of effort, in fact it was designed by local authorities for local authorities. With an envious reputation for quality of service and successful cost and energy saving installations, the Heat Project has become the longest running and largest local authority endorsed home energy saving project in the UK.
Over 300,000 homes have benefitted from insulation measures under the Heat Project so far, equating to 10 million tonnes of CO2 saved during the last 10 years, helping to significantly reduce householders’ effect on climate change and reduce their carbon footprint.

Project Management
With a successful track record in managing a wide range of energy efficiency campaigns across the UK, Enact removes the management burden, by putting its expertise to work for you.
Typically, if you have a large housing stock requiring insulation measures Enact can provide a full management service, providing substantial time savings, whilst helping you to achieve the lowest possible prices thanks to its nationwide bulk purchasing power.
Enact has the resources, experience and expertise to properly manage your energy efficiency campaigns, leaving you free to benefit from the positive results. Enact´s energy efficiency campaigns have typically enabled closer, positive links to be formed between participating groups such as Local Authorities, community groups, the general public and health authorities.
The NHS Breath of Fresh Air Project
A Breath of Fresh Air was a project funded by the Cornwall and Isles of Scilly Health Action Zone (HAZ) aimed at identifying the links between poor living conditions and children with asthma.
Building on the good work of the Beacon project, another Cornwall asthma project, the overall aim was to prove to Primary Care Trusts nationally that it would be in their interests to "prescribe" and pay for improvement measures in the home. The costs for the works would be recouped from reductions in health care costs of the asthmatic children in addition to the all important quality of life gains.
The Perranzabuloe Project
Under the Perranzabuloe Project, Enact secured funding of £10,000 from the Energy Saving Trust´s Innovation Programme to produce a feasibility study for an energy efficiency and renewable energy campaign.
The purpose of the study was to develop a flagship carbon reduction programme. A major part of the feasibility study was to assess and evaluate the costs, benefits and suitability of the various renewable energy forms available, in addition to community heating.
North Devon Spire Project
The North Devon District Council SPIRE project involves the integration of photovoltaics into the Civic Centre in Barnstaple, Devon. The panels will be used to produce electricity and provide much needed shading to the building, which suffers from major overheating.
With the money saved on its electricity bills, North Devon District council will offer further grants to install and promote PV systems. Enact secured 100% funding of the £350,000 from the DTI´s BIPV scheme.
