CROSS Funding Partnership

CROSS Funding PartnershipThe Carbon Reduction One Stop Shop (CROSS) Funding Partnership is an exciting new partnership designed to assist local authorities (LAs) and registered social landlords (RSLs) in their fight against climate change through revolutionising their energy efficiency efforts.

The CROSS Funding Partnership provides an easy route for LAs and RSLs to access the highest possible funding available through the government‘s Carbon Emissions Reduction Target (CERT) to finance energy efficiency work in social housing.The CROSS Funding Partnership brings together LAs and RSLs from across Great Britain to generate substantial economies of scale in securing funding from energy suppliers via their Carbon Emissions Reduction Target (CERT) commitments, thus helping to drive down the cost of carbon reduction works.

Accredited by the Local Government Association (LGA) and managed by experienced energy consultancy Enact Energy Management Limited (Enact), the partnership has support from a wide range of government and industry bodies.

The CROSS Funding Partnership unifies energy suppliers, local authorities, registered social landlords and government organisations to achieve a united goal: to reduce CO2 emissions for a cleaner, greener Britain.

Carefully developed to make it simple for LAs and RSLs to meet their Decent Homes, climate change and fuel poverty targets, the CROSS Funding Partnership also provides energy suppliers with a simple process through which to generate large volumes of CO2 savings towards their CERT targets.

Home Energy Saving Scheme Ireland

Following a successful tender process in 2008 to manage a national pilot scheme on behalf of Sustainable Energy Ireland (SEI), the Enact managed Home Energy Saving Scheme encouraged and incentivised homeowners in Ireland to improve the energy efficiency of their homes whilst working together in a cluster group, encouraging community participation.

With government funded grants worth up to €2,000 per property, the scheme improved the accessibility and viability of the installation of energy saving measures including insulation, doubleglazing, heating controls and a range of other energy efficiency works in homes throughout the Ireland.
Using a revolutionary approach, SEI only offered government funded grants to ‘clusters’ of properties (a minimum of five), with the aim of improving economies of scale and reducing installation costs for householders.

Enact was responsible for the full management of the Home Energy Saving Pilot Scheme, designed to inform the roll-out of the full scale €100 million national scheme which commences in 2009, with funding of €20 million.
 

The NHS Breath of Fresh Air Project

A Breath of Fresh Air was a project funded by the Cornwall and Isles of Scilly Health Action Zone (HAZ) aimed at identifying the links between poor living conditions and children with asthma.

Building on the good work of the Beacon project, another Cornwall asthma project, the overall aim was to prove to Primary Care Trusts nationally that it would be in their interests to "prescribe" and pay for improvement measures in the home. The costs for the works would be recouped from reductions in health care costs of the asthmatic children in addition to the all important quality of life gains.

The Perranzabuloe Project

Under the Perranzabuloe Project, Enact secured funding of £10,000 from the Energy Saving Trust´s Innovation Programme to produce a feasibility study for an energy efficiency and renewable energy campaign.

The purpose of the study was to develop a flagship carbon reduction programme. A major part of the feasibility study was to assess and evaluate the costs, benefits and suitability of the various renewable energy forms available, in addition to community heating.

North Devon Spire Project

The North Devon District Council SPIRE project involves the integration of photovoltaics into the Civic Centre in Barnstaple, Devon. The panels will be used to produce electricity and provide much needed shading to the building, which suffers from major overheating.

With the money saved on its electricity bills, North Devon District council will offer further grants to install and promote PV systems. Enact secured 100% funding of the £350,000 from the DTI´s BIPV scheme.
